ITS PARLIAMENT

with a population of over a billion people. India is the world largest democracy. The parliament meets thrice every year in- feb- may for the budeget session in july mansoon session and in november -december for the winter session. During this year's winter session, our pariliament have to tackle pressing issues like the lokpall bill, spiralling inflation , 2Gspectrum blackmoney voilence etc.
In working condition : The basic function of the parliament which consists of lok sabha (Lower house) and the Rajya sabha (Upper house) is to make laws. Any proposal for a new law or an ammendement to an existing law is introduced in the form of a bill. Every bill is carefully studied and debated seperately in the two houses, sometimes, a bill passed by one house may be rejected by the other. Then, a joint sitting on the two houses is held to solve the deadlock.

When it is passed by the both houses the bill goes to the president of india for approval only after the bill gets the presedental assents, does it become the law of the land.

The speaker: When the lok sabha meets for the first time, its member elect the most important officer of the house- The speaker. Her role is like that of a teacher in the class room- she maintains discipline in the house and punishes the bad behavior. she decide the agenda of the day. As an impartial arbiter of the proceedings of the house, her decision are final. unlike the other member of the lok sabha she has to resign from her orginal political party before occupying her post- she becomes a powerful symbol of the house itself . The crucial to the stability of the speaker is thus parliamentary democracy.

Sansad bhavan
The parliament house was inaugurated on january 18, 1927 by the then Government General Lord Irwin. orginally called council house, it was designed by Edwin lutyens and hertbert baker. Today it is known as sansad bhawan.
The circular office is 170mm in diameter covering the area of six acres, landscaped garden and beautiful fountains embellish the grand monuments.The open veranda on the first floor skirts around the building with 144 towering sandstone pillars.
At the heart of the buiding is the domed central hall that witnessed the solemn moment when jawharlal nehru took over the reins of the country. it is used to hold sittings of the two houses or when distinguished guest address the parliament.
the semi circular chamber of the lok sabha and rajiya sabha can seat 550 and 250 members respectively. Both chamber has viewing galleries from where visitors can watch the proceedings.

Whats what
a)hung parliament:
occurs when no major political party wins a absolute majority of seats in the parliament. In such cases, coalition government are formed. our present government is a coalition called the united progressive alliance led by the congress.

b)Question hours: is the first hour of sitting of the lok sabha allotted for the asking and answering of questions pertaining to the country administration. The concerned minister has to give an answer to the parliament, either orally or in writing.

c)Quorum is the minimum number of member required to be present at a sitting of the house-one tenth of the total number of members of the house.

d)zero hour is the allotted time in which members, with the permission of the speaker, are allowed to raise and debate unlisted matters.
